Seven years ago Michael Scully was locked away in prison.
A thoroughly corrupt individual who had been convicted of blackmail.
His tentacles spread far and wide on the Furness estate at Illingworth where he lived and where, according to the police, people were genuinely frightened of him.
The day he was imprisoned, for them, could not have come soon enough.
Now Scully, who is just 34, is due for release and in what Pennine Housing describes as the most important anti-social order it has handed out, has banned him from the Furness and Dudley estates for 10 years.
Today we had hoped to print a picture of this brute. A man whose threats to a female former housing officer were so vile, the fear she felt then is still with her now.
We felt it our duty as the local newspaper to let everyone know what Scully looks like. But our request for a picture was turned down by the police.
Apparently the matter is being treated as specific only to the Illingworth area. It would, we are told, be unfair for his picture to be distributed across the whole of Calderdale.
Suppose Scully decides to settle in Ovenden, Mixenden or on an estate in Elland, Sowerby Bridge or Brighouse. Should people there not be made aware of who is moving among them? Even Pennine Housing finds its hands partially tied in its efforts to let people know what is happening. The unpleasant whiff of human rights law is palpable.
