Drivers only let into waste site

THE other day I had cause to drive to the refuse recycling centre at Sowerby Bridge to unload about 15 empty wine bottles in the bottle bank.
There was a large queue of cars and a traffic jam as a result. I parked away from the dump and walked a short distance to the facility where I was denied access for "health and safety reasons", being told I had to drive in and out.
Two questions occur to me.
Since I was only walking to the right hand extreme of the dump, where the bottle bank is situated, I was in no danger from other cars but, more importantly, if you do drive in and park are you not then in equal danger, to-ing and fro-ing from the skips etc?
In saying this I assume that customers are not intended to launch their refuse into skips or bottle banks from the safety of their car seats.
If I lived near the dump and didn't want to add to the congestion or, more importantly, didn't own a car, what would be my options?
