Who will be held accountable?

FOLLOWING the cosmetic surgery to the Hipperholme road junction I would like to make the following points:
There has been no improvement to traffic flow. In fact, it has got – and will remain – worse than ever.
The bus shelter across from my shop was replaced and the pavements raised to allow easier access to buses just before the start of the supposed road-junction improvements only to be ripped down for the roadworks to start. At what cost to taxpayers and bus users?
The above shelter having been put back in position eight months ago is still, at time of writing, waiting to have lights connected even though the new pavement had to be taken up again in order to provide a power supply. At what cost to taxpayers and bus users?
In the week ending August 16, notices were posted in Hipperholme regarding road closures of Wakefield Road to start on August 25 until September 5. I was informed in the afternoon of August 22 by the highways department that a delay in the start of said closure will be experienced; a little late after I have informed my customers that the shop will be closed early at night from August 27 to September 5.
The highways department were in full knowledge of the possible delay several weeks ago due to the fact that BT and Cable & Wireless cables were not sunk deep enough in way of the bend between Wakefield Road and Brighouse Road. Who, may I ask, is going to compensate myself and fellow businesses for the loss of trade caused by the highways department's gross incompetence?
The street light installed in the car park at Hipperholme is still not connected to the power supply. Will this mean the new surface of the car park has to be ripped up to supply power the light?
The above points are just a few of many to express my disgust with the gross incompetence displayed in the co-ordination and execution of the roadworks at Hipperholme during the last 18 months. I also ask who will be held accountable for the waste of public funds spent on this cosmetic surgery.
