All white... or a bad case of bin bag blues?

GETTING rid of garden refuse has become more expensive – and confusing.
The cost of council bags for garden cuttings hasgone up from £1.83 to £1.95.
And they have changed colour as well.
The bags, which used to be blue are now white – even though new refuse company Sita is still advertising on its black dustbin liners that householders should only use the blue ones.
"It is absolutely ridiculous – they couldn't org-anise a children's party," said pensioner Rita McWhirter, chairwoman of the Heptonstall Ten-ants and Residents Association.
"The binmen told a neighbour of mine that they shouldn't collect blue bags any longer but there must be hundreds still in circulation."
When she contacted Sita's head office, staff told her the binmen were right not to collect blue bags and were surprised to hear blue bags were still being promoted.
"They told me that thousands of black bags would have to be des-troyed because they were wrong. They don't seem to know what they are doing," said Mrs McWhirter, who has lived in Heptonstall for 34 years.
To add to the confusion, Sita this week began distributing green bin bags in areas which until now have used black boxes supplied by Kerbside Calderdale for recycling paper.
Liberal Democrat councillor Janet Battye (Calder), said the waste collection contract with Sita was in chaos.
"Residents have been complaining to us about Sita refusing to collect the wrong colour bags but it seems to be a muddle created by Calderdale Council and Sita.
"We're worried that this new contract isn't going right – should the bags be black, white or blue? – the instructions are quite confusing," said Coun Battye.
Nick Browning, Sita general manager, said there had been a printing error on the black bags.
"We appreciate that this has created some confusion for residents and we apologise for any inconvenience that this has caused. The problem has now been rectified with our supplier and when we distribute new bags they will have correct instructions."
It remains unclear whether Sita will collect the old blue bags.
A national and international shortage of wheelie bins is causing problems for Leeds City Council which is introducing them for garden waste.
