Elland office blocks planning appeal is rejected

A PLANNING inspector has rejected an appeal for what he described as two "carefully designed" office blocks at Park Road, Elland – because there are not enough buses passing the door.
Councillors went against the advice of officers and turned down the planning application by Clayton Homes saying it would be an ugly addition to the street scene.

But planning inspector Keith Manning described them as "a successful and high quality addition that would not appear incongruous, monolithic or unduly overpowering, as the council asserts.

"They would make a bold, contrasting but nevertheless appropriate and positive contribution to the character and appearance of the area."

Even so, he went on to dismiss the appeal and refuse planning permission for the four-storey blocks because they were in an out of town location.

"And they would not be served by good quality public transport," said Mr Manning.

Clayton Homes has recently converted nearby Valley Mills into apartments.

The planning inspector also said "there are no compelling reasons to refuse it on the grounds of flood risk"... So maybe Betty will have some company in the dingy next time Park Road floods!!

Clayton Homes only want offices on Park Road so they can offset the loss of employment when Gannex Mill is turned into 349 flats, but they can't even fill up the 139 flats in Valley Mill (although they have put a sign up saying 90% sold! - but how many of these are actually occupied...)

Modernist, i agree that anyone who proposes a viable use for the Gannex site while retaining the buildings rather than demolishing them should be applauded. But then the mill will be a empty residential site rather than an empty commercial site.

If all the flats in elland were full then fine, but you simply have to look on right move at all the available flats at Valley Mill, Perseverance Mill, Westbury Fold, etc. and work has already started on a further 91 flats at Marshfield Mills
