ANOTHER bid to build houses on Stubbing Holme Road, Hebden Bridge, has been turned down on appeal.
And the applicant has also had a claim for costs against Calderdale Council rejected by planning inspector Leslie Coop.
Plans for six houses on the former factory site were turned down in 2006 because the road is so narrow.

fold argued that three houses would add little to the traffic congestion but nearby residents and councillors said it would still be a major issue.
"The levels and type of traffic on Stubbing Holme Road are significant given that it is sub-standard," according to Mr Coop.
"And when vehicle movements from the proposed dwellings are added to the existing residential and commercial traffic using the road, and the numbers of pedestrians, it would add materially to the unsatisfactory highway safety conditions that already exist."
Mr Coop ruled out awarding the costs of the appeal against the council, in what he described as a finely balanced application, because the council did not appear to have behaved unreasonably.
Planning inspector Wenda Fabian has allowed an appeal by Mr and Mrs Hood for a house in the garden of 42 Manley Street, Brighouse.
