Elland could get £1 million to revamp town centre
NEARLY £1 million could be spent on improving Elland town centre if a funding programme is successful.
English Heritage is prepared to give 400,000 from its Partnership Schemes in Conservation Areas funding pot.
If Calderdale Council Cabinet is prepared to accept the deal, it has to put forward 40,000 – 10 per cent match funding.
A further 300,000 could come from highways and engineering services through the Government's transport plan funding.
Owners of properties would then have to fund a minimum of 205,250 towards repairs.
Council officers are recommending the cabinet accepts the English Heritage grant at its meeting on March 15 and then consult property owners to assess the potential take-up of grant aid.
English Heritage is making the money available following a survey last year which found the town's conservation area at risk of further decline.
It is hoped funding would reinforce the character of clusters of buildings by bringing vacant floorspace back into use and act as a catalyst to encourage property owners to make their own improvements.
Of particular interest are the areas around The Cross (near the historic St Mary's Church), and Southgate between Coronation Street and Victoria Road.
Shopfront improvements, gutter replacements and reinstatement of traditional windows are targeted improvements.
Funding over a three-year period could start being released next month and the 40,000 council contribution would be used to support capital expenditure, but councillors will be told currently there is no budget available to meet that contribution.
"If nothing is done the Elland conservation area will remain on the Heritage at Risk register and the area will continue to decline," says a report to cabinet.
"This scheme would ensure at least 945,000 is spent on the most prominent parts of the conservation area."
