Elland office blocks planning appeal is rejected

A PLANNING inspector has rejected an appeal for what he described as two "carefully designed" office blocks at Park Road, Elland – because there are not enough buses passing the door.

Councillors went against the advice of officers and turned down the planning application by Clayton Homes saying it would be an ugly addition to the street scene.

But planning inspector Keith Manning described them as "a successful and high quality addition that would not appear incongruous, monolithic or unduly overpowering, as the council asserts.

"They would make a bold, contrasting but nevertheless appropriate and positive contribution to the character and appearance of the area."

Even so, he went on to dismiss the appeal and refuse planning permission for the four-storey blocks because they were in an out of town location.

"And they would not be served by good quality public transport," said Mr Manning.

Clayton Homes has recently converted nearby Valley Mills into apartments.
