Calderdale Council says its gritters are out but all recycling and refuse collections have had to be suspended for the rest of today because of the snow.
All Calderdale household waste recycling centres have also been shut.
Cragg Road at Mytholmroyd is still closed is shut and will be cleared when the wind dies down.
The council says all gritting crews are out gritting the main roads and town centre footpaths.
They say anyone whose home care or day care service is disrupted will be called.
Home to School, social care and access bus services have all been cancelled for today. All other services involving transport are likely to be disrupted.
Funeral services have not been disrupted.
Registrars are operating as usual but are asking people to only attend if their appointment is essential.
The council says further outbreaks of light snow are possible at times today - 1cm to 3cm in places. The temperature will reach around zero celsius so not much thawing is expected to take place.
Tonight the temperature could drop to between -1 and -3 celsius, meaning widespread ice on any untreated surfaces.
