Poor Mike Hartley has got the wrong end of the stick as far as libraries are concerned. He is under the misapprehension there is a “statutory requirement for libraries to purchase books on the passing whim of non-ratepayers”.

There is not, and never has been.

Libraries are the cultural heart and soul of many communities. Libraries are the universities of the working classes. They are family- friendly, offering children’s activities, reading recitals, homework support, reading groups and many other programmes that help everyone across the age range, from two to ninety-two.

Libraries are instruments of democracy, providing citizens the information they need to contribute fully.
