The proposed new tariffs and the introduction of fees to on street parking and free car parks have been revealed by Mark Thompson, Group Director Economy and Environment at Calderdale Council, in his report to the Economy and Investment Panel.

Mr Thompson said the extra income made possible through these charges will ensure that a new approach to highways investment is possible.

This includes invest to save, the £22.5m LED street lighting investment, and options to tackle the backlog of highways maintenance.

“The Borough’s approach has to support our commercial areas by providing good quality convenient, affordable and competitive parking.

“At the same time it needs to encourage maximum availability through turnover of spaces, and where appropriate, generation of income to support the Council’s wider investment in highway and related services.

“Charging rates need periodic review to address these issues.”

Mr Thompson added that it should be noted that many of Calderdale’s parking charges were last increased in 2011.

Various options are being considered to help raise more revenue for the Council. Among them are charges for both on and off street parking, introduction of charges on and off street in outer districts, car parks being sold and charges for the ‘outer areas’ of Halifax.

“The proposed options will address a number of long-standing issues relating to parking in Calderdale including: rationalisation of different parking tariffs and stay periods, problems with availability of parking, potential road safety issues, balancing parking charges against parking supply and demand and inconsistencies between free and pay and display on and off street parking,” added Mr Thompson.
