Homeowners and businesses have been left bailing out their properties after some of the worst flooding in living memory.
Todmorden High School was opened as a refuge for people forced from their homes.
Coun Simon Young (Lab, Luddenden) said: “It was a pretty devastating picture last night. Countless homes and businesses were under water.
“Many residents who have lived there for many many years had never seen the river that high before. People were completely flooded out of their homes but there was a great sense of community spirit.
“People were pulling together making tea for each other and doing what they could.
“Often when things go wrong people look after themselves - that wasn’t the case last night.
“The clear up is not under way. Workers have been out since 5am this morning.
“It’s gone down dramatically by a metre or so since last night.”
