Plan to inspect Calderdale skip incinerator to ensure permit is being followed

At the meeting of Calderdale Council’s Cabinet, an Environmental Permit was granted for the operation of a small waste incinerator plant on Belmont Industrial Estate, Rochdale Road, Sowerby Bridge.

However, in approving the application members made it very clear that there must be full compliance with the conditions of the permit and that this would be robustly monitored through a programme of inspections.

The Council has now developed a monitoring and compliance plan, which focuses on four key elements:

Physical site inspection

Scrutiny of the required monitoring data

Increased air quality monitoring in the area

The involvement of the local community to ensure concerns/issues are addressed

The plan will be used to ensure that any future operations at the site are fully regulated and that any issues can be dealt with quickly.

Calderdale Council’s Cabinet Member for Public Services and Communities, Councillor Jenny Lynn, said: “Permission for an Environmental Permit was granted in accordance with the Environmental Permitting Regulations of 2016, and we’re committed to ensuring that any future operations at the Belmont site are strictly regulated in accordance with that Permit.

"This will include the monitoring of compliance with conditions as well as increased observations of air quality in the area.

“We know that there is a lot of local concern around this development and we’re keen to ensure that the community is regularly informed about site activity and that any ongoing concerns can be quickly addressed.”
